Site Induction Checklist for Construction: What to Cover and Why
A thorough site induction checklist for construction is one of the simplest ways to prevent incidents on site. Before anyone picks up a tool or walks past the hoarding, they need to understand the hazards, rules, and emergency arrangements specific to that project. This article sets out what the law expects, what to include, and how to make inductions stick.
The Legal Basis
Site inductions sit at the intersection of several pieces of legislation.
- Management of Health and Safety at Work Regulations 1999 (reg 3) require every employer to assess risks and put in place appropriate controls — informing workers is part of that.
- Construction (Design and Management) Regulations 2015 (CDM 2015) place duties on the Principal Contractor to plan, manage and monitor construction work, including ensuring all workers receive site-specific information and induction.
- Work at Height Regulations 2005 require workers to be instructed and, where necessary, trained before working at height — the induction is where that instruction begins.
- COSHH Regulations 2002 require workers to be informed about hazardous substances they may encounter on site.
Under CDM 2015, the Principal Contractor must also ensure that every contractor they engage has the information workers need to carry out their work safely. The induction is a primary vehicle for delivering this.
What a Construction Site Induction Checklist Should Cover

1. Project and Site Overview
- Name, location and nature of the project
- Key duty holders: Principal Contractor, Principal Designer, site contacts
- Site rules and expected standards of behaviour
- Scope of work and site boundaries
2. Emergency Arrangements
- Location of muster points and assembly areas
- Fire alarm type and what it sounds like
- Evacuation routes and exits
- First aiders' names and first aid point location
- Nearest hospital with A&E (and route)
- Procedure for reporting emergencies
3. Accident, Incident and Near-Miss Reporting
- How and to whom to report incidents
- Location of the accident book
- RIDDOR obligations (so workers know their employer must be notified of certain events)
4. Site-Specific Hazards and Risk Assessments
- Principal hazards identified in the Construction Phase Plan
- COSHH substances likely to be encountered (e.g. silica dust, cement, solvents)
- Work at height activities and the controls in place
- Buried services, overhead lines, or other site-specific risks
- Where workers can access the relevant risk assessments and RAMS
5. Traffic Management and Pedestrian Routes
- Segregation of plant and pedestrians
- One-way systems and speed limits
- Loading and unloading zones
- Banksman procedures
6. Welfare Facilities
- Location of toilets, washing facilities and rest areas
- Drinking water provision
- Smoking policy and designated areas
7. PPE Requirements
- Mandatory PPE for the site (minimum standards)
- Additional PPE required for specific tasks

- Responsibility for maintenance and replacement
8. Permit to Work Systems
- Which activities require a permit (e.g. hot works, confined space entry, excavation near services)
- How to obtain and close out a permit
- What happens if work is unauthorised

Signing Off the Induction
Every person inducted must sign and date a record confirming they received and understood the induction. Keep these records on site for the duration of the project and retain them afterwards — in the event of an incident or inspection, you need to demonstrate who was inducted and when.
Record the induction topic areas covered, who delivered it, and the date. If an inductee does not speak English as a first language, note what steps were taken to ensure understanding (an interpreter, translated materials, demonstrated controls).
Refresher Inductions and Updates
A site induction is not a one-off tick-box. Certain circumstances should trigger a repeat or update:
- A significant change to site layout or emergency arrangements
- A new phase of work introducing new hazards
- A worker returning after a long absence
- An incident or near miss that revealed a gap in knowledge
Brief toolbox talks between inductions can reinforce key messages and address emerging risks.
Making Inductions Work in Practice
The most common failure is treating the induction as a passive event — reading out a PowerPoint while workers sit in a welfare cabin waiting to start work. To improve retention:
- Keep each session to a manageable group size
- Use photographs of this site, not generic stock imagery
- Ask questions rather than just presenting information
- Walk key areas of the site as part of the induction where practical
- Confirm understanding before issuing the induction card or sticker
A well-run induction demonstrates to the workforce that the site is managed properly. That tone, set on day one, influences behaviour throughout the project.
Keeping Your Documentation Ready
The Construction Phase Plan, site-specific risk assessments, RAMS, and COSHH assessments should all inform the content of your induction. If those documents are not in place before work starts, the induction cannot be accurate — and that is the deeper compliance problem the checklist reveals.
