RAMS vs Method Statement Difference: What UK Contractors Need to Know

If you've ever been handed a pile of paperwork on site and wondered whether a RAMS and a method statement are the same thing, you're not alone. The terms get used interchangeably — often incorrectly — and that confusion can lead to gaps in your site documentation that neither clients nor inspectors will thank you for.

Here's what each document actually is, how they relate to each other, and when you need them.


What Does RAMS Stand For?

RAMS stands for Risk Assessment + Method Statement. It is not a single document with a unique legal definition — it is a combined package of two distinct documents that are usually presented together for convenience. Understanding that distinction is the starting point for getting your paperwork right.


What Is a Risk Assessment?

A risk assessment is a structured process of identifying hazards, evaluating the likelihood and severity of harm, and deciding on control measures. For most workplaces and tasks, the legal duty to carry one out comes from Regulation 3 of the Management of Health and Safety at Work Regulations 1999. If you employ five or more people, significant findings must be recorded in writing.

A risk assessment answers the question: "What could go wrong, and how bad could it be?"

It should cover:

  • The hazards present (e.g. working at height, moving plant, electrical systems, hazardous substances)
  • Who is at risk and why
  • Existing controls and whether they are sufficient
  • Any further action required
  • Residual risk rating after controls are applied

Where hazardous substances are involved, you also need to comply with the Control of Substances Hazardous to Health Regulations 2002 (COSHH), which requires a substance-specific assessment as part of your overall process.


What Is a Method Statement?

A method statement — sometimes called a safe system of work — describes how a task will be carried out safely, step by step. It translates the findings of the risk assessment into practical instructions for the people doing the work.

A method statement answers the question: "How exactly will we do this job safely?"

It typically includes:

  • Scope of works and location
  • Sequence of work activities
  • Plant, equipment and materials to be used
  • Controls identified in the risk assessment and how they will be applied
  • Responsible persons and supervisory arrangements
  • Emergency and first-aid procedures

There is no single regulation that universally mandates a method statement by that name, but the duty to implement safe systems of work runs throughout health and safety law — including the Health and Safety at Work etc. Act 1974, section 2(2)(a). In construction, CDM 2015 requires the principal contractor to plan, manage and monitor construction work, and method statements are a well-established way of meeting that duty in practice.

The risk assessment informs the method statement. You cannot write a credible method statement without having assessed the risks first — which is why the two documents are packaged together as RAMS. One without the other leaves a gap.


What RAMS Is Not

It is worth being clear about two common mix-ups.

A RAMS is not a Fire Risk Assessment. A Fire Risk Assessment is a separate legal document required under the Regulatory Reform (Fire Safety) Order 2005, enforced by local fire and rescue authorities. It has no accompanying method statement. Confusing the two is a meaningful error — they exist under entirely different legal frameworks.

A RAMS is not a COSHH assessment. A COSHH assessment may sit alongside or feed into a risk assessment, but it is a specific requirement in its own right and should be treated as such.


When Do You Actually Need RAMS?

In practice, RAMS documents are expected whenever:

  • A client, principal contractor or CDM duty holder requests them before work starts
  • The task involves significant risk (work at height, confined spaces, hot works, live services)
  • You are working under a construction contract where CDM 2015 applies
  • Your own risk assessment identifies a task that needs a written safe system of work

For work at height, the Work at Height Regulations 2005 require work to be properly planned, supervised and carried out safely. A method statement is the natural vehicle for demonstrating that planning.


Common Mistakes to Avoid

  • Writing the method statement first, then the risk assessment. It should always be the other way around.
  • Copying generic RAMS from the internet without tailoring them to the actual task and site. Generic documents offer little real protection and experienced clients and inspectors will spot them immediately.
  • Treating RAMS as a one-off tick-box exercise. If the scope, site conditions or workforce change, the documents should be reviewed and updated.
  • Omitting residual risk ratings. Showing only the initial risk, without demonstrating how controls reduce it, misses the point of the assessment.

The Practical Takeaway

A risk assessment and a method statement are two different documents that do different jobs. Together, they form what the industry calls RAMS. The risk assessment identifies and evaluates hazards; the method statement sets out how the work will be done safely using those findings. Neither replaces the other, and neither is complete without the other.

Getting that structure right is not just about satisfying a client's document checklist — it demonstrates that you have genuinely thought through how to protect your workers and others affected by your work.
