PPE Requirements on a Construction Site: A Practical UK Guide
Personal protective equipment gets a lot of airtime on construction sites, but it is often misunderstood. PPE is the last resort in the hierarchy of controls — not the first. Understanding what the law actually requires, and why PPE sits where it does, will help you manage risk properly rather than just tick boxes.
The Legal Framework
Several pieces of legislation govern PPE on a UK construction site:
- The Personal Protective Equipment at Work Regulations 1992 (as amended 2022) — the primary duty to provide suitable PPE where risk cannot be adequately controlled by other means.
- The Management of Health and Safety at Work Regulations 1999, Regulation 3 — the duty to carry out a suitable and sufficient risk assessment, which identifies what controls (including PPE) are needed.
- The Construction (Design and Management) Regulations 2015 (CDM 2015) — places duties on principal contractors to manage site safety, which includes ensuring PPE requirements are communicated and enforced across all contractors.
- The Work at Height Regulations 2005 — relevant where PPE such as harnesses and lanyards are used as a control measure for fall arrest or restraint.
- COSHH Regulations 2002 — govern respiratory protective equipment (RPE) and skin protection where workers are exposed to hazardous substances such as silica dust, solvents, or cement.
Important: PPE must be suitable for the risk, fit the wearer, and be maintained in good condition. Providing ill-fitting or worn-out PPE does not discharge your legal duty.
The Hierarchy of Controls Comes First
Before reaching for a hard hat or a pair of gloves, the risk assessment must show that higher-level controls have been considered. The correct order is:
- Eliminate the hazard entirely
- Substitute with something less hazardous
- Engineering controls — guarding, local exhaust ventilation, edge protection
- Administrative controls — safe systems of work, permits, training
- PPE — only where residual risk remains after applying the above
On a busy construction site, you will rarely eliminate all hazards, so PPE typically forms part of a combined control strategy — not a standalone solution.
Site-Wide (Baseline) PPE
Some PPE is worn across an entire site as a baseline because the general environment presents consistent risks. This is usually specified in the site rules or the principal contractor's construction phase plan under CDM 2015.

- Angle grinding or cutting — face shield (EN 166), hearing protection (EN 352), dust mask rated to at least FFP2 (FFP3 for silica-generating work)
- Working at height with a risk of falling — harness and lanyard to EN 361/EN 354 where collective measures such as edge protection or a MEWP cannot adequately control the risk
- Handling cement, epoxy resins, or solvents — chemical-resistant gloves to EN 374, and RPE matched to the specific substance as identified in the COSHH assessment
- Overhead or confined space work — bump cap, chin strap retention, or specialist helmet depending on the assessed risk
- Demolition or noisy plant operation — hearing protection where noise exposure is at or above the lower exposure action value of 80 dB(A) under the Control of Noise at Work Regulations 2005
Fit, Maintenance, and Training
Providing PPE is only part of the duty. Under the PPE at Work Regulations, employers must also:
- Ensure PPE fits — this is particularly important for RPE, which requires a face-fit test where a tight-fitting facepiece is used
- Maintain and replace PPE — damaged helmets, stretched harness webbing, or clogged filter cartridges offer little real protection
- Train workers — employees must know why the PPE is needed, how to wear it correctly, and how to check it before use
- Store it properly — PPE left in a van exposed to UV, chemicals, or impact damage may fail at the critical moment
Self-Employed and Subcontractors
Self-employed workers on a construction site are generally responsible for providing their own PPE, but the principal contractor must still ensure site rules are enforced and that any PPE required is compatible with the site environment. Where a principal contractor or employer supplies PPE, it must still meet the same standards — cost is not a justification for providing inadequate equipment.
