Eliminate: Can mechanical plant do this instead? A telehandler, forklift, or crane lift removes the manual element entirely. Always consider this first.
Substitute: Can a lighter or smaller load be used? Specify lightweight blocks, half-bag cement, or smaller board sizes where the job allows. Pre-cut timber on site rather than carrying full lengths.
Engineering controls: Use mechanical aids — sack trucks, pallet trucks, panel carriers, conveyor belts, or hoists. A simple ramp to a scaffold platform can remove a significant lifting hazard.
Administrative controls: Plan deliveries so materials are placed as close as possible to where they will be used, reducing carry distances. Rotate tasks so no individual is repetitively lifting throughout a full shift. Provide clear, practical manual handling training — not just a video, but instruction relevant to the actual tasks on your site.
PPE: Gloves protect against cuts and abrasions from awkward loads but do not prevent musculoskeletal injury. They are the last line of defence, not the solution.
Weight Alone Is Not the Whole Picture
There are HSE guideline figures for manual handling — often quoted as 25 kg for men and 16 kg for women at knuckle height in ideal conditions — but these are not legal limits and they are not safe thresholds in all situations. A 20 kg load carried at arm's length, held away from the body, or handled in a stooped position creates far greater risk than the weight alone suggests. Your assessment must account for posture, frequency, distance, and environmental conditions, not just the number on the bag.
Recording Your Assessment
For most site-based employers and contractors, you should record your manual handling risk assessment in writing. Under the Management of Health and Safety at Work Regulations 1999, written records are explicitly required where you employ five or more people, but it is good practice regardless of team size.
