Manual Handling Risk Assessment for Construction Work
Manual handling is one of the most consistent causes of injury on UK construction sites — musculoskeletal disorders account for a significant proportion of working days lost across the industry every year. If you manage or supervise construction work, understanding how to carry out a proper manual handling risk assessment is not optional; it sits at the heart of your legal duties and your workers' long-term health.
The Legal Framework
Two sets of regulations work together here:
- The Manual Handling Operations Regulations 1992 (as amended) require employers to, so far as reasonably practicable, avoid hazardous manual handling; where it cannot be avoided, assess the risk and reduce it.
- The Management of Health and Safety at Work Regulations 1999, reg 3 require a suitable and sufficient risk assessment covering all significant workplace risks — manual handling included.
On a notifiable construction project, CDM 2015 also applies: Principal Designers and Principal Contractors must ensure manual handling risks are considered during design and pre-construction planning, not just once work starts.
There is no magic weight limit in law. The oft-quoted figures (25 kg for men, 16 kg for women) are HSE guideline figures, not legal thresholds. The actual duty is to assess the task and reduce risk so far as reasonably practicable.
The TILEO Framework
The HSE structures manual handling risk assessment around five factors, remembered as TILEO:

Work through each factor for every significant manual handling operation on site. Vague assessments — "workers will lift safely" — are not sufficient and will not satisfy an HSE inspector.
Common Construction Manual Handling Hazards
Construction sites create particular manual handling risks that an office or warehouse simply do not have:
- Blocks, bricks and kerb stones — dense, awkward, sometimes irregular
- Sheet materials (plywood, plasterboard, insulation) — large surface area catches wind; grip is difficult
- Scaffold tubes and boards — heavy and long, requiring team lifts
- Rebar and structural steel — sharp edges and significant weight
- Bagged materials (cement, sand, aggregate) — 25 kg bags are standard; repetitive lifting causes cumulative strain
- Working on uneven ground, in excavations or on slopes — the environment factor increases risk substantially
Applying the Hierarchy of Control
Your assessment must drive action, not just document risk. Apply controls in order:
1. Eliminate — Can the task be redesigned so the lift does not happen? Specifying pre-mixed concrete delivered by pump rather than mixing on site eliminates a significant manual handling operation entirely.
2. Substitute — Can a lighter or smaller unit be specified? Lightweight concrete blocks, half-bags of cement, or smaller sheet sizes all reduce peak loads.
3. Engineering controls — Introduce mechanical assistance: pallet trucks, sack trolleys, block-laying trolleys, telehandlers, hoists, vacuum lifting devices for sheet materials. This is where the biggest risk reductions come from on site.
4. Administrative controls — Team lifts for unavoidable heavy loads, job rotation to reduce cumulative exposure, planning deliveries so materials are placed as close to the point of use as possible, training workers in safe technique.
5. PPE — Gloves to improve grip and protect against cuts; steel-toecapped boots to protect against dropped loads. PPE does not reduce the load or the strain; it is the last line of defence.
Recording and Reviewing the Assessment
Under the Management of Health and Safety at Work Regulations 1999, if you employ five or more people you must record the significant findings of your risk assessment in writing. In practice, on any construction site this means writing it down — inspectors, insurers and solicitors will all ask to see it.
A manual handling risk assessment on a construction site should:
- Identify the specific operations (not just say "general lifting")
- Score or describe the risk using TILEO
- State the controls to be implemented
- Name who is responsible for each control
- Set a review date or trigger (change of task, incident, significant change in personnel)
If you are producing a RAMS (Risk Assessment and Method Statement) for a specific construction activity — say, installing precast concrete lintels — the manual handling assessment forms part of the risk assessment section, and the method statement describes the step-by-step safe system of work, including where mechanical aids are used and how a team lift is coordinated.
Practical Tips for Site
- Walk the route before the lift, not after — identify slopes, steps and obstructions in advance
- Ensure good housekeeping: wet mud, off-cuts and loose boards are environmental risks that multiply manual handling risk
- Do not ignore cumulative loading — a worker lifting twenty 25 kg bags in a shift is at far greater risk than someone making one 25 kg lift
- Brief the workforce: workers who understand why controls are in place are more likely to use them
Getting manual handling risk assessment right on construction sites protects your workers' health, reduces sickness absence and demonstrates the competence that clients and principal contractors increasingly expect to see before work begins.
