HVAC Installation RAMS: A Practical Guide for UK Heating and Ventilation Engineers

A well-written HVAC installation RAMS — a combined Risk Assessment and Method Statement — is one of the most important documents you'll produce before work starts on a heating, ventilation, or air conditioning project. Whether you're installing a rooftop AHU, fitting ductwork in a commercial ceiling void, or commissioning a new boiler plant room, the RAMS sets out what the hazards are, how you'll control them, and the sequence of work your operatives will follow. This guide explains what that document should contain and the legal basis behind it.


What Is a RAMS?

A RAMS is two separate documents combined into one:

  • Risk Assessment — a structured identification of hazards and the controls that reduce the likelihood and severity of harm.
  • Method Statement — a step-by-step description of how the work will actually be carried out, written so that any competent operative on site can follow it.

The two parts complement each other. The method statement is often where engineering and administrative controls are embedded in practice.


Legal Basis

The duty to carry out a suitable and sufficient risk assessment sits in Regulation 3 of the Management of Health and Safety at Work Regulations 1999. This applies to every employer and self-employed person, regardless of trade or contract size.

Where HVAC installation forms part of a notifiable construction project, CDM 2015 adds further requirements, including the preparation of a Construction Phase Plan by the principal contractor and the provision of pre-construction information. For most single-trade HVAC installations, CDM 2015 still applies but the formality scales with project complexity.


Identifying Hazards Common to HVAC Work

A generic RAMS is rarely sufficient. Your assessment must reflect the actual site, task, and workforce. That said, HVAC installation carries a predictable set of hazards that should be addressed in almost every job:

Working at height Installing ductwork, rooftop units, and ceiling-mounted FCUs almost always involves working at height. The Work at Height Regulations 2005 require you to avoid working at height where reasonably practicable, then use collective protection (edge protection, working platforms) before relying on personal fall protection or ladders. A ladder is a last resort, not a default.

Manual handling and lifting operations Air handling units, large duct sections, and refrigerant cylinders are heavy and awkward. Assess each lift individually. Where mechanical means (gantry, pallet truck, telehandler) can be used, use them. Where manual handling is unavoidable, document it.

Refrigerants and hazardous substances Handling refrigerants such as R-410A or R-32 falls under the Control of Substances Hazardous to Health Regulations 2002 (COSHH). Your COSHH assessment — which can sit within the RAMS — must cover exposure routes, relevant workplace exposure limits (WELs) where they exist, engineering controls (adequate ventilation, recovery equipment), and appropriate PPE. F-Gas regulations impose separate certification requirements but those sit outside COSHH.

Electrical hazards HVAC equipment involves connection to mains supplies and, in commercial settings, three-phase power. The RAMS should confirm that only competent, appropriately qualified operatives carry out electrical connections, that circuits are isolated and locked off under a permit-to-work or isolation procedure, and that safe isolation is tested before work begins.

Confined spaces and ceiling voids Working inside plant rooms, ductwork, or restricted ceiling voids may engage the Confined Spaces Regulations 1997. Assess whether the space meets the definition of a confined space. If it does, a safe system of work — including a rescue plan — is mandatory before entry.

Noise and vibration Drilling through concrete or steelwork and using grinders and angle drills can generate both noise and hand-arm vibration above action values under the Control of Noise at Work Regulations 2005 and the Control of Vibration at Work Regulations 2005. Exposure time limits and tool rotation should be addressed.


Structuring the Method Statement

The method statement is most useful when it mirrors the actual sequence of work. A typical HVAC installation might follow this structure:

  1. Site induction and toolbox talk
  2. Survey and setting out
  3. Plant delivery and site storage
  4. Structural fixings and support steelwork
  5. Ductwork fabrication and installation
  6. Equipment installation and alignment
  7. Electrical connections (under permit-to-work)
  8. Refrigerant pipework and pressure testing
  9. Commissioning and handover
  10. Demobilisation and site reinstatement

For each stage, the method statement should reference the controls identified in the risk assessment — not repeat them in full, but cross-reference clearly.
