Flooring Installation Method Statement: A Practical Guide for UK Contractors
If you're a flooring contractor or a subcontractor brought onto a managed site, you'll almost certainly be asked to produce a flooring installation method statement before work begins. Understanding what it must contain — and how it sits alongside your risk assessment — keeps your workforce safe and satisfies the client or principal contractor who requested it.
What Is a Method Statement (and What Isn't One)?
A method statement is a documented, step-by-step description of how a task will be carried out safely. It doesn't exist in isolation. In UK practice, a method statement almost always accompanies a risk assessment, and together the two documents are referred to as a RAMS (Risk Assessment and Method Statement).
The risk assessment — required under Regulation 3 of the Management of Health and Safety at Work Regulations 1999 — identifies the hazards, evaluates the likelihood and severity of harm, and records the control measures you'll put in place. - Subfloor preparation required
- Dates and sequence of work
2. Operatives and Supervision
- Names or roles of workers carrying out the task
- Who holds relevant competency (e.g. CSCS card, manufacturer training)
- Supervision arrangements
3. Plant, Equipment and Materials
- Tools to be used: floor grinders, tile cutters, adhesive applicators, kneeling pads, levelling compounds
- Any hired plant and its inspection status
- Adhesives, primers, DPMs and other substances (cross-reference your COSHH assessment — see below)
4. Step-by-Step Method
This is the core of the document. Walk through the job in the order it actually happens:
- Site survey and subfloor assessment
- Removal of existing floor covering (if applicable) — including asbestos check for older buildings
- Subfloor preparation: grinding, levelling, priming
- Adhesive application and acclimatisation periods
- Laying, cutting, and fitting the flooring material
- Finishing, edging strips, sealing
- Curing/drying time and restrictions on access
Be specific. Vague phrases like "work safely at all times" add nothing.
5. Hazards and Control Measures
Reference your risk assessment here. Common flooring hazards include:

Your RAMS should reference a separate COSHH assessment for each product, confirming adequate ventilation, correct RPE (matched to the product's Safety Data Sheet), and emergency arrangements.
7. Emergency Arrangements
- First aid provision on site
- Nearest hospital with A&E (if working away from a fixed base)
- What to do if adhesive fumes build up or a worker is injured
8. Sign-Off and Communication
The method statement is only useful if the people doing the work have read and understood it. Include a toolbox talk record or operative sign-off sheet so you can demonstrate that briefing took place.
Keeping It Honest and Usable
The most common failure in method statements isn't missing information — it's copy-and-paste boilerplate that bears no relation to the actual job. A principal contractor or HSE inspector will spot this immediately. Write for your specific project, your specific products, and your specific team.
Review and update the document if the scope changes mid-job — a different adhesive system or an unexpected subfloor issue may alter the risk profile entirely.
A Note on Fire Risk
If your flooring work takes place in a building where you're temporarily storing flammable adhesives or solvents, you may have duties under the Regulatory Reform (Fire Safety) Order 2005, administered by the Home Office rather than the HSE. This is separate from your RAMS and relates to fire safety management in premises — worth discussing with the building's responsible person before bringing bulk flammable materials onto site.
