Excavation Risk Assessment Template: What UK Contractors Must Cover

The Legal Basis

The duty to carry out a suitable and sufficient risk assessment before excavation work begins comes from Regulation 3 of the Management of Health and Safety at Work Regulations 1999. If employees are involved, that duty falls on the employer; self-employed contractors must assess risks to themselves and others affected by their work.

Where the excavation is part of a construction project, CDM 2015 adds further requirements: the principal contractor must plan, manage and monitor the work, and significant hazards must be recorded in the construction phase plan. Controls follow the hierarchy: eliminate the need to enter the excavation where possible (remote techniques, vacuum excavation); engineer support into the design (trench boxes, shoring, battering/benching to safe angles); administrative controls (daily inspection by a competent person before entry, no entry during adverse weather); PPE (hard hat, safety footwear) as the last layer, not the main protection.

2. Buried Services

Striking a live cable, gas main or water main is a foreseeable and serious risk. Your template should record:

  • Utility searches completed (dial-before-you-dig, LSBUD, statutory undertaker records)
  • CAT and Genny sweep results and date
  • Safe digging practice: mechanical excavation to within 500 mm of a known service, hand digging to expose it

3. Persons and Vehicles Falling In

  • Edge protection: barriers, stop blocks for vehicles
  • Safe means of access and egress (ladder secured and extending 1 m above the stepping-off point — this also engages Work at Height Regulations 2005 where the excavation edge presents a fall risk)
  • Signage and lighting for public-facing sites

4. Flooding and Groundwater Ingress

  • Pumping arrangements
  • Pre-work check of drainage plans and water table data
  • Prohibition on entry during active flooding

5. Contaminated Ground and Atmosphere

  • Desk study and site investigation results
  • Atmospheric monitoring (oxygen depletion, flammable or toxic gases) if confined conditions exist
  • COSHH assessment for any identified contaminants
  • Emergency rescue arrangements — never send a rescuer in without a plan

6. Plant and Pedestrian Conflict
