Electrical Installation Method Statement: A Practical Guide for UK Contractors

An electrical installation method statement is one of the most commonly requested documents on UK construction and maintenance sites — and one of the most poorly written. Whether you're first-fixing a new build, installing a distribution board in a commercial premises, or carrying out containment work on an industrial site, a clear, site-specific method statement protects your workers, satisfies your client, and demonstrates that your planning meets the standard a competent person would apply.

What Is an Electrical Installation Method Statement?

A method statement is the "how" document. It describes, step by step, how a task will be carried out safely. On its own it has no specific legal basis, but it forms the second half of a RAMS (Risk Assessment + Method Statement) — the risk assessment being required under Regulation 3 of the Management of Health and Safety at Work Regulations 1999, which places a duty on every employer (and self-employed person) to make a suitable and sufficient assessment of risks to workers and others who may be affected.

Together, the risk assessment identifies the hazards and evaluates the risks; the method statement describes the safe system of work that controls them. Clients, principal contractors, and facilities managers routinely require both before allowing work to start.

When Do You Need One?

You should produce a RAMS for any electrical installation work where:

  • There is a foreseeable risk to workers or others (live working, work at height for cable runs, confined spaces)
  • A principal contractor or client has contractually required it
  • The work falls under CDM 2015 — for example, a construction project with more than one contractor

Even for smaller jobs, a written method statement is good practice. If something goes wrong and the matter is investigated, the HSE will look for evidence that the work was planned and communicated to those carrying it out.

What to Include

A credible electrical installation method statement should cover the following:

1. Scope of Work

Describe the specific task — not "electrical installation works" but "installation of 100 m steel wire armoured cable from main LV switchroom to sub-distribution board on Level 3, including cable tray installation at height." Specificity matters.

2. Location and Site Details

Site address, exact work area, access routes, and any site rules (permit-to-work requirements, out-of-hours restrictions).

3. Sequence of Operations

Walk through the task in the order it will actually happen:

  • Isolate and prove dead (verify using an approved voltage indicator to GS38 requirements)
  • Secure isolation with lock-off device and danger notice
  • Install containment (cable tray, conduit, trunking)
  • Draw in cables
  • Terminate and inspect
  • Test before energising (in line with BS 7671)
  • Re-energise under controlled conditions

This sequencing is not bureaucracy — it is the safe system of work that prevents contact with live conductors, the single biggest cause of electrical fatalities.

4. Hazards and Controls (the Risk Assessment Link)

List tools, test instruments, access equipment, and PPE. Confirm test instruments are calibrated and that any hired access equipment has a current thorough examination certificate.

6. Competence and Supervision

Name the person in charge. State relevant qualifications — for example, AM2 / NVQ Level 3 in Electrotechnical Technology, ECS card, or equivalent. If live working is unavoidable, only those trained and authorised under the Electricity at Work Regulations 1989 should be involved.

7. Emergency Arrangements

Location of first-aid kit, name of first aider, nearest hospital with A&E, procedure if someone receives a shock. Include the isolation point so that rescue is not delayed.

8. Communication and Briefing

State how the method statement will be communicated to the team — a toolbox talk before work starts is the minimum. Workers should sign to confirm they have read and understood it.

Common Mistakes to Avoid

  • Copying a generic template word for word. A method statement must reflect the actual site and task. Reviewers spot boilerplate immediately, and it provides little real protection.
  • Treating isolation as a single step. Prove dead at the point of work every time, not just at the panel.
  • Ignoring other contractors. If other trades are working nearby, your method statement must consider how their activities affect your workers and vice versa.
  • Not reviewing after changes. If the scope, location, or sequence changes on site, update the document and re-brief the team.

Keeping It Proportionate

The HSE's own guidance is clear: documentation should be proportionate to the risk. A straightforward domestic consumer unit change does not require the same level of detail as a high-voltage switchgear installation. What matters is that the document is suitable, sufficient, and actually used — not that it runs to twenty pages.

A well-written electrical installation method statement is ultimately a communication tool. It tells everyone involved — from the apprentice on site to the facilities manager — exactly how the job will be done safely.
