Drainage Works Risk Assessment: A Practical Guide for UK Contractors
A drainage works risk assessment is a legal requirement for almost every drainage job, from a simple rodding operation to a full sewer installation. Under Regulation 3 of the Management of Health and Safety at Work Regulations 1999, employers and self-employed contractors must assess the risks created by their work and put suitable controls in place. Get this right and you protect your operatives; get it wrong and the consequences range from serious injury to prosecution.

Why Drainage Work Carries Significant Risk
Drainage tasks regularly combine several high-hazard activities at once: open excavations, confined space entry, contact with contaminated water or soil, and proximity to buried services. A risk assessment that treats drainage as routine groundworks will miss critical hazards.
The main risk areas to address are:
- Excavation collapse — trenches for drainage can fail without warning, especially in loose, waterlogged or previously disturbed ground
- Confined spaces — manholes, chambers and culverts are confined spaces under the Confined Spaces Regulations 1997; entering one without a permit-to-enter and rescue plan is unlawful
- Contaminated material — sewage, contaminated groundwater and hazardous soils are substances hazardous to health under the Control of Substances Hazardous to Health Regulations 2002 (COSHH)
- Buried services — gas, electricity, water and telecoms cables frequently run alongside or across drainage lines
- Working at height — applies when operatives work at the edge of excavations deeper than 2 m, or use access equipment; governed by the Work at Height Regulations 2005
- Manual handling — heavy pipes, inspection chambers and trench sheets all carry significant musculoskeletal risk
- Surface water and flooding — open excavations can flood rapidly; water ingress can destabilise ground and trap workers
Structuring Your Risk Assessment
A risk assessment is not a method statement. The risk assessment identifies hazards and evaluates residual risk; the method statement (which together forms a RAMS) explains the sequence of work and how controls are applied in practice.
1. Identify the Hazards
Walk the site before work starts. Check for:
- Soil type and ground condition reports
- Existing drainage records and utility drawings (always use a cable avoidance tool and trial holes to verify)
- Access to and from excavations
- Proximity to traffic, the public or other trades
- Evidence of contamination (discolouration, odour, dead vegetation)
2. Apply the Control Hierarchy
Work through controls from highest effectiveness to lowest — do not jump straight to PPE.

3. Evaluate Residual Risk
After applying controls, record the likelihood and severity of harm. Use whatever rating system your company uses consistently — the HSE does not mandate a particular matrix, but it does expect that high residual risks trigger further action, not simply acceptance.
4. Review and Update
A risk assessment must be reviewed if the work changes, if there is an incident, or if new information comes to light (for example, encountering unexpected contamination mid-excavation).
Confined Space Entry: A Hard Stop
Manholes deserve a separate note because the temptation to "quickly drop in" is exactly how fatalities happen. Before any confined space entry on drainage work you must have:
- Atmospheric testing for oxygen deficiency, flammable gas and toxic gas (H₂S is common in sewer environments)
- A written safe system of work including a permit
- A trained rescue team and rescue equipment in place before anyone enters — not called for after something goes wrong
- Non-entry rescue methods considered first
This is a requirement of the Confined Spaces Regulations 1997, not an optional best practice.
What the Written Document Should Include
A defensible drainage works risk assessment should clearly state:
- The specific tasks covered (CCTV survey, excavation, pipe laying, manhole construction, reinstatement — each may need its own section)
- Who is at risk (operatives, supervisors, members of the public)
- The hazards identified, including those discovered during site reconnaissance
- Controls in place before work starts and during each phase
- Residual risk rating
- Competences required (excavation supervisor, confined space entrant, first aider)
- Emergency arrangements (nearest hospital with A&E, rescue procedure, spill response)
- Review date and the name of the assessor
Common Mistakes to Avoid
- Generic assessments copied from another job without site-specific hazard identification
- Forgetting COSHH — sewage is a biological agent; cement used in drainage work is a respiratory sensitiser
- Treating manholes as standard excavations — they are confined spaces and must be treated as such
- No utility check records — if a service is struck and you cannot evidence a CAT scan and permit-to-dig, liability is difficult to defend
- PPE listed as the primary control — regulators look at this and it indicates the risk assessment has not been thought through
A thorough, site-specific drainage works risk assessment takes time to produce, but it is also your primary evidence that you managed foreseeable risk competently — which matters both to HSE inspectors and in civil claims.
