Confined Space Risk Assessment for Construction: A Practical UK Guide

Confined space risk assessment is one of the highest-stakes documents a construction contractor will produce. Fatalities in confined spaces remain a persistent feature of UK workplace death statistics — and the majority involve would-be rescuers as well as the original worker. Getting this right is not a paperwork exercise.


What Counts as a Confined Space on a Construction Site?

The Confined Spaces Regulations 1997 define a confined space as any place that is substantially enclosed and where there is a reasonably foreseeable risk of serious injury from hazardous substances, free-flowing solids, excess of heat, fire, explosion, or loss of oxygen.

On construction sites that means — but is not limited to:

  • Excavations deeper than around 1.2 m where ventilation is restricted
  • Manholes, culverts and drainage chambers
  • Inspection pits and valve chambers
  • Tanks, vessels and silos being modified or cleaned
  • Tunnel headings and adits
  • Roof voids and service ducts with restricted access

If in doubt, treat it as a confined space and assess it accordingly.


The Legal Framework You Are Working Under

Several sets of regulations overlap here:

Under the Confined Spaces Regulations 1997, the hierarchy is clear: first, avoid entry altogether. Only when that is not reasonably practicable do you move to a safe system of work for entry.


What Your Risk Assessment Must Cover

A confined space risk assessment must be specific to the space and the task — generic documents will not satisfy an HSE inspector and, more importantly, will not protect your workers.

Atmospheric hazards are the starting point. Identify which gases or vapour may be present or may develop during work: oxygen deficiency (below 19.5% O₂), oxygen enrichment, toxic gases, or flammable atmospheres. Specify the monitoring equipment required, calibration requirements and alarm set-points.

Physical hazards include engulfment in water, silt or spoil; entrapment; restricted egress; heat stress; and mechanical plant. Each needs its own controls.

The task itself can create or worsen hazards — grinding or cutting can consume oxygen and produce toxic fumes in a space that appeared safe on entry.

Rescue arrangements must be planned before entry, not improvised afterwards. The Confined Spaces Regulations 1997 explicitly require emergency arrangements. Specify: how the attendant communicates with the entrant, what retrieval equipment is in place (e.g. tripod and winch at the entry point), and when to call the emergency services.


The Control Hierarchy in Practice

1. Eliminate — Can the task be done from outside? Remote cameras, long-reach tools and robotic CCTV inspection eliminate entry entirely for survey work.

2. Substitute/Re-engineer — Can the confined space be opened up or ventilated to the point it no longer meets the legal definition? Cutting a larger access opening or continuous forced ventilation can reclassify the space.

3. Engineering controls — Continuous mechanical ventilation, gas detection interlocked with the ventilation system, anchor points for retrieval lines.

4. Administrative controls — Permit-to-enter system (mandatory on most construction sites), briefings before every entry, atmospheric testing logged before and during entry, a competent attendant who does not enter, defined communication intervals.

5. PPE — last resort — Appropriate respiratory protection (SCBA or airline breathing apparatus for immediately dangerous to life or health (IDLH) atmospheres), harness and retrieval line, non-sparking tools where flammable atmospheres exist.


The RAMS: Risk Assessment and Method Statement Together

For confined space construction work you will produce both a risk assessment (identifying hazards and controls, satisfying reg 3 of the 1999 Regulations) and a method statement (the step-by-step work sequence that puts those controls into practice). Together these form your RAMS.

The method statement should describe, in the actual order of work: pre-entry atmospheric testing, ventilation startup and check, permit issue, entry sequence, task steps, continuous monitoring, emergency signals and rescue procedure, and permit closure. Workers must be briefed on both documents before entry.


Common Failures the HSE Finds

  • Atmospheric testing done once at the opening, not continuously during work
  • No trained attendant — the nominated person entered to help
  • Rescue equipment on site but nobody trained to use it
  • Generic risk assessment not reviewed for the actual space
  • Permit-to-work not closed out or cancelled when conditions changed

Competence Requirements

The Confined Spaces Regulations 1997 require that everyone involved — entrants, attendants and supervisors — is competent. Competence means a combination of training, experience and knowledge specific to confined space work. Relevant training schemes include CISRS confined space units and CITB-aligned confined space courses, though there is no single mandated qualification; competence is assessed in context.


Confined space risk assessment on construction sites demands site-specific thinking, properly resourced rescue planning, and documents that workers can actually use at the point of entry. The paperwork follows from that thinking — not the other way round.
