Cladding Installation RAMS: A Practical Guide for UK Contractors
If you're fixing rainscreen panels, timber boarding, composite cladding, or any other external facade system, a thorough RAMS — a combined Risk Assessment and Method Statement — is not optional. Clients, principal contractors, and the HSE all expect to see one before work begins. Here's what yours needs to contain, and why.
What Is a RAMS and Who Needs One?
A RAMS is two documents in one:
- Risk Assessment — identifying foreseeable hazards, who is at risk, and the controls you will put in place (required under Regulation 3 of the Management of Health and Safety at Work Regulations 1999).
- Method Statement — the written sequence of work that demonstrates those controls will actually be applied on site.
For cladding installation, the RAMS is typically required by the principal contractor under CDM 2015, and by your own duty to manage risk under the 1999 Regulations. It also forms the basis for your site induction information and ongoing supervision checks.
Key Hazards in Cladding Installation
Cladding work sits at the intersection of several high-risk activity types. Your risk assessment must address all that are reasonably foreseeable:
Working at Height
Work at Height Regulations 2005 apply from the moment a worker can fall and be injured — that includes ground level edges on sloped sites. For cladding, this typically means:
- Scaffolding (most common for multi-storey facades) — ensure it is erected, inspected, and signed off by a competent person; weekly scaffold inspections recorded.
- Mobile Elevated Work Platforms (MEWPs) — operators must be trained and assessed; ground conditions checked before use.
- Podium steps and hop-ups — only suitable for very low-level residential work; document the specific height limitation you've applied.
The hierarchy for working at height is: avoid the work at height if possible → use collective protection (scaffold, MEWP) → use personal fall protection (harness/lanyard) → PPE (hard hat) last.
Manual Handling
Cladding panels, carrier rails, and fixings can be heavy and awkward. Large-format composite panels in particular can exceed safe single-person lift weights. State in your RAMS whether you're using a panel lifter, vacuum lifter, or a defined two-person lift — and specify the maximum panel weight that applies.
Hazardous Substances (COSHH 2002)
Many cladding systems involve:
- Silicone sealants and primers — check Safety Data Sheets (SDS) for isocyanate content and VOCs; ventilation controls required.
- Cutting dust — fibre cement board and some composite panels generate respirable dust when cut. Control by using wet cutting, local exhaust ventilation (LEV), or dustless cutting systems. Specify the RPE (minimum FFP2/FFP3 depending on material) as a last resort, not a first response.
- Fire-retardant coatings — some contain solvents; adequate ventilation is a genuine control, not just a recommendation.
Structural Loads and Fixings
Incorrect fixings into substrates (particularly lightweight blockwork or insulation boards) can cause panel drop. Your method statement should reference the fixing specification from the system designer or structural engineer, not just a generic approach.
Proximity to Live Areas
On occupied buildings — schools, hospitals, residential blocks — falling objects are a serious public risk. Your RAMS must address exclusion zones, debris netting, and public protection measures explicitly.
What the Method Statement Must Cover
The method statement gives the sequence and detail that turns your risk controls into practice. For cladding installation, include:

Fire Safety — A Separate Legal Duty
One area contractors frequently overlook: if your cladding work affects the fire performance of a building, the Regulatory Reform (Fire Safety) Order 2005 places duties on the responsible person (typically the building owner or employer) to ensure the fire risk assessment for the building is updated. This is not part of your RAMS — it is a separate legal requirement under the Home Office's remit, not the HSE's.
For higher-risk buildings, the Building Safety Act 2022 and associated gateway regulations will also apply. If you're working on a higher-risk building (18 metres+ or seven or more storeys with residential use), ensure the principal designer and principal contractor have addressed the relevant building control gateway requirements before you fix a single panel.
Practical Tips for a Usable RAMS
- Make it site-specific. Generic RAMS are rarely adequate. Name the site, the building, the cladding system, and the access arrangement.
- Match the method statement to real site conditions — if the ground is uneven, say so and explain how it's managed.
- Review it when conditions change — the 1999 Regulations require review if there is reason to suspect it is no longer valid.
- Keep records — signed copies, toolbox talk records, and inspection sheets all demonstrate that the RAMS was actually implemented, not just filed.
