What is a Method Statement?

A method statement (also called a safe system of work or SSOW) is a document that describes in a logical sequence exactly how a job is to be carried out safely. It includes the hazards involved and the precautions needed to mitigate the risks.

Method statements are a key part of your health and safety management system under the Management of Health and Safety at Work Regulations 1999. They demonstrate to principal contractors, clients, and HSE that you have planned your work safely.

What Should a Method Statement Include?

• Project details — site, client, contractor, dates
• Description of the work to be carried out
• Sequence of operations — step-by-step procedure
• Plant and equipment to be used
• Materials required
• Labour resources and competency requirements
• Hazards identified at each stage
• Control measures for each hazard
• PPE requirements
• Supervision arrangements
• Emergency procedures
• Waste management and environmental controls
• Permits to work required (hot works, confined space, etc.)
• Sign-off by all operatives before work begins

When Do You Need a Method Statement?

You need a method statement for any construction activity where there is a significant risk of harm. In practice, most principal contractors require one for every trade working on their site.

High-risk activities — working at height, hot works, confined space entry, demolition, excavation, work near live services — always require a detailed method statement with specific control measures.
