RAMS for Plumbers and Heating Engineers: A Practical Guide
If you work as a plumber or heating engineer, you will almost certainly be asked to produce RAMS before starting work on a commercial site, a managed residential block, or any project where a principal contractor is in charge. RAMS stands for Risk Assessment + Method Statement — two separate documents that together show you have thought carefully about how to do the job safely.
This guide explains what good RAMS look like for your trade, what hazards to cover, and how to make yours actually useful rather than just a tick-box exercise.
What RAMS Are — and Are Not
A RAMS is not a single form with a generic list of hazards copied from the internet. It is:
- Risk Assessment — a systematic look at what could cause harm during your specific job, who is at risk, and what controls you will put in place. The legal duty to carry out a suitable and sufficient risk assessment sits in Regulation 3 of the Management of Health and Safety at Work Regulations 1999.
- Method Statement — a step-by-step description of exactly how the work will be carried out, in sequence, so anyone reading it can understand your safe system of work.
The two documents work together. The method statement explains the sequence; the risk assessment explains the hazards within that sequence and how they are controlled.
Hazards Plumbers and Heating Engineers Must Address
Your RAMS must reflect the actual work being done. Generic documents that could apply to any trade will be rejected by a competent principal contractor. Think through your specific task and address hazards such as:
Working with Hot Works
Soldering, brazing, and use of LPG torches create ignition risks. Identify combustible materials nearby, use heat-resistant mats, keep a fire extinguisher accessible, and have a hot works permit if the site requires one.
Scalding and Burns
Working on live heating systems — even when drained down — carries residual heat risk. Your method statement should describe how the system will be isolated, depressurised, and allowed to cool before work begins.
Hazardous Substances
Many plumbing materials and chemicals fall under the Control of Substances Hazardous to Health Regulations 2002 (COSHH). This includes:
- Flux and solder fumes
- Jointing compounds and adhesives
- Legionella risk in water systems (particularly relevant during commissioning or work on stored water systems)
- Lead pipework in older properties
For each substance, obtain the Safety Data Sheet, assess the risk of exposure, and apply the hierarchy of controls — ventilate the work area before reaching for a respirator.
Work at Height
Accessing loft spaces, roof plant rooms, or working from ladders to reach pipework triggers the Work at Height Regulations 2005. Apply the hierarchy: avoid working at height if you can, use a safe working platform (tower or scaffold) if you cannot avoid it, and use a ladder only where it is the most practical low-risk option for short-duration, light-duty tasks. Document this reasoning in your risk assessment.
Asbestos
Older properties — particularly pre-2000 — may have asbestos insulation on pipework, boilers, or in ceiling voids. Before disturbing any insulation or working in concealed spaces, check whether an asbestos survey exists. If not, treat unknown materials as potentially containing asbestos and stop work until the position is clear.
Confined Spaces
Working inside plant rooms, under floors, or in service ducts can sometimes constitute a confined space as defined under the Confined Spaces Regulations 1997. If there is any risk of toxic atmosphere, oxygen depletion, or engulfment, you need a specific confined space risk assessment and rescue plan — not just a standard RAMS.
Manual Handling
Boilers, cylinders, and lengths of copper pipe are heavy and awkward. Assess the task using the Manual Handling Operations Regulations 1992 framework: can you avoid the lift, reduce the weight, use a sack truck or mechanical aid? Record your control measures.
Writing a Method Statement That Works
A strong method statement for a heating installation or bathroom fit-out should include:

Avoid vague statements like "care will be taken." Be specific: "The gas supply will be isolated at the meter and a 'Do Not Operate' tag applied before any work begins on the appliance."
CDM 2015 — When Does It Apply?
If your plumbing or heating work forms part of a construction project — a new build, a significant refurbishment, or any project notifiable to the HSE — then the Construction (Design and Management) Regulations 2015 apply. In that context, your RAMS form part of the wider construction phase health and safety arrangements and must align with the principal contractor's Construction Phase Plan.
For straightforward service and maintenance work on an occupied building, CDM 2015 is unlikely to apply, but your Regulation 3 duty to risk assess remains regardless.
Keep RAMS Live
A risk assessment is only "suitable and sufficient" if it reflects the actual conditions of the work. If the scope changes, the building changes, or an unexpected hazard appears on site — review and update your RAMS before continuing. A document signed two weeks ago that no longer matches the job is of limited value to you or anyone else.
