What a RAMS Is — and Isn't
A RAMS is a Risk Assessment combined with a Method Statement. These are two distinct documents:
- Risk Assessment — required under Regulation 3 of the Management of Health and Safety at Work Regulations 1999, it identifies hazards, evaluates the likelihood and severity of harm, and records the controls you will put in place.

Regulation 3 of the Management of Health and Safety at Work Regulations 1999 requires that your risk assessment is suitable and sufficient. That means it must be specific enough to be useful, not generic enough to be meaningless. An AI tool cannot walk the site, cannot see the fragile roof light adjacent to the working area, and cannot know that one of your operatives has a condition affecting their ability to wear a full-face respirator.

- Brief the team — a RAMS sitting in an email is not a safe system of work. The people doing the job must read, understand, and sign it
The Competence Problem
AI cannot be competent on your behalf. HSE's established position is that risk assessments must be carried out by a competent person — someone with sufficient knowledge, training, and experience of the work involved. Using AI to generate a RAMS for a task you do not properly understand does not make you competent; it gives you a plausible-looking document that could mislead you into underestimating real risks.
If you are not competent to review the output critically, the software is not a solution — it is a liability.
